It is now 2008. After the passage of HB63 into law, it now takes a full vote of the General Assembly to reinstate this program. In our opinion the General Assembly unlawfully delegated their power to the Governor by passing him the right to extend the program through Executive Order.

The president of the Coalition Against Testing just spoke to the Governors office and the answer he received was: "The Governors office is waiting to evaluate any input that is received at their office." With that being said, CAT strongly suggests every citizen call the Governors office and voice their strong opposition to continuing this program any further. Senator Tim Grendell on 6-17-2007 on PBS explains his budget amendment that
does away with E-Check as we know it. Envirotest will be gone and only OBDII
systems will need tested, and this will only be 1996 and up vehicles because
they started OBDII in 1996. The video will explain it all.
